Tearing happens due to the card writing to the video buffer at the same time the monitor is updating the image on the screen.
If the card is writing at the same time, you end up with two images being displayed at once.

I'm having the exact same issue - I have an Inspiron and last week I upgraded to Windows 8. Since the upgrade, the screen has intermittent bouts of fuzzy grey lines - there doesn't appear to be any trigger or pattern to when this occurs.
I think though not certain that like your laptop, this doesn't seem to happen as often when the laptop is on charge. I have access to a second monitor at work, so will take this laptop into work next week and attach it to a monitor as suggested and will post the outcome. It sounds like a possible driver compatibility problem or possibly some setting that needs tweaking.

I also have an Inspiron and am having the same screen issue that the others described. I updated to Windows 8. It didn't do it with 8. For me, the screen usually turns a fuzzy white and black and split screens. I don't believe it is a monitor issue, because I can change the monitor output as if I were projecting to a second screen or duplicating the display to another device and it becomes fine again. I ran the LCD "test" that was proposed and noticed no problems.
It was ironic that the monitor kept bugging out while I was searching the Dell Community forums for a fix, so i was able to record a video of the screen. As everyone else stated, nothing provokes the screen from going fuzzy, and it usually returns to normal after a few seconds sometimes longer than others. I don't believe the monitor is the issue here, so you may be on the right track with the driver issue. If it wasn't such a pain, I would restore 8. My daughter touched a few keys and suddenly my screen shrunk in about 1" on the left and right margins of the screen. I still have my regular desktop background, but the sides are black for about 1" in on each side, squashing up the screen icons. How do I put it back to where my screen goes completely left to right?

Using a 4K monitor? Make sure you have it set up correctly. The first thing you should check when you start seeing lines on a monitor screen is the cable that you use to connect to it.
You might see pins that have broken or pins that are bent out of place. In some cases, it might be obvious that the cable is damaged. These cables are stiff to say the least and for good reason.
If you coil it too much, it might cause damage inside the cable. Check the power cable for the monitor. Electronic fluctuations may cause lines on the screen to appear.
If you let it go on too long, it might damage your monitor. Change the cable. In some cases, this might be a software issue. Check if the display driver has recently been updated. It may cause problems but it is highly unlikely that it does.
Still, given this is Windows 10, the chance is always there. It may have worked fine for a while but problems can surface at any point.
